Which Marketing Actions Should Count as Conversions?

Use a three-level measurement hierarchy

The biggest mistake is treating every tracked action as equally valuable. That can make performance look strong while automated bidding pursues the easiest, least valuable behavior.
Score each proposed conversion
- Business value: Does it move someone measurably closer to revenue?
- Intent: Did the user make a meaningful choice?
- Reliability: Does the event fire once, at the right moment?
- Volume: Is there enough data for the intended use?
- Quality feedback: Can you distinguish good outcomes from spam or weak leads?
If doubling this event would not make the business healthier, it should not be the main optimization target.
Separate reporting from bidding
You may still report micro-conversions without allowing them to steer automated bidding. In Google Ads, primary and secondary action settings help separate optimization goals from observation. In GA4, important actions can be marked as key events, while Google Ads conversions can be created from appropriate events or key events.
Improve the signal over time
Lead-generation businesses should progress from raw form submissions to qualified leads, sales opportunities, and closed revenue. Ecommerce businesses should include purchase value and, when practical, margin or customer value. Better downstream feedback usually matters more than adding more top-of-funnel events.

Yes, but combine actions only when their business value is comparable or when values are assigned accurately.
